By R.M Nº 440-2016-PRODUCE, dated November 8th, the Ministry of Production resolved to :  Authorize the opening of the second fishing season of the resource anchovy (Engraulis ringens) and white anchovy (Anchoa nasus) for indirect human consumption in the North-Center region

1.      Fishing activities are authorized starting at  0:00 hours  November 15th, (starting the fourth working day counted from the day following the publication of the present Ministerial Resolution), until  the Total Maximum Permissible Limit of Capture (LMTCP) of indirect consumption is reached  or  at recommendation from IMARPE due to biological and environmental conditions.
 

The quota for this second season is 2’000,000 MT


Between latitudes : From the extreme northern border of Peru to 16º00’ S (Atico).


Produce has also authorized Exploratory fishing activities starting at  0:00 hours  November 11th  until 11:59 pm on November 14th , 2016, in the same maritime area and outside the five (5) nautical miles of the coastline with the purpose of having updated information on the distribution of the anchovy. Said Exploratory Fishery will have the participation of larger scale fishing vessels with a fishing permit in force for the extraction of the anchovy resource, with a maximum percentage of catch per vessel in the North-Central Zone (PMCE North-Center) assigned and that were nominated in the First Fishing Season 2016 in the North Zone of Peru.  
                                                                                                                                    

2.      Only fishing boats with registered license will be allowed to fish during this fishing season and once they know the Maximum Permissible  per Boat (LMCE), which will be published by decree.  
 

3.      Only fishing boats with registered license will be allowed to fish; going out once, in an interval of 24 hours (period between 8:00 AM and 8:00 AM the following day).
 

4.      Fishing activities are to be outside the fishing zones reserved for artisan and smaller range fishing boats.  


5.      A maximum of 10% juvenile fishing will be permitted.


6.      Fishing activities will be suspended for a minimum of three consecutive days in the fishing areas of incidence of juveniles, should more than 10% of juvenile anchovy is registered in the daily landings in a specific port.


7.      If recurring fishing operations are noted within the area reserved for artisanal and small range  fisheries, fishing activities may be supervised, controlled or penalized.  


Similar action will be adopted when presence of hake and/or other coastal species of human consumption is found in the anchovy vessels.


8.      A 5% tolerance of accidental catch of other resources in the anchovy fishing is set up in the total landings per vessel, expressed in weight.
